I wrote some tutorials on vectoring, here they are:
How to vector using Stroke Path
How to vector anime eyes using Shape Layers
You can use the second one to vector not only anime eyes, it's applicable to other body parts too. I hope they help If they don't, you can always search for 'vector tutorial' on DeviantART or check out the ones they have over at
