If you want to make snow, use the airbrush ^^
The "stuff looks like water" is snow (because of the origin of the
scan^^). But if you didn't see it, maybe I have to change it in something which
looks like more to water...

@Meteror: That is really good ^_^ Love the wave effect here, but i think you
should change the color of the wave in the original scan first to make it more
connected. And the sky is really excellent. I can't figure out what is the stuff
looks like water drop in the sky, too much and not nescessary, if you want to
make rain, just make water drop thinner and smaller, like a line is the best.
